Often, yes, and more than in corporate hiring. Many VA roles are filled by a founder or an agency owner reading applications in an inbox, not by a recruiter running a pipeline. The first three sentences of your email decide whether the resume gets opened. A short, specific letter that names the role, the tools and one result does that job. A generic “I am a hardworking and detail-oriented professional” does not.
The builder follows this structure and uses your resume as the only source of facts, which is why it needs the improved resume first.
The letter can only draw on two documents: your improved resume and the job description you pasted. If the posting asks for a tool your resume does not show, the letter does not claim it. When you tailor your resume to that job first, you are asked to confirm any such tool, and only confirmed tools appear in either document. A letter you cannot back up in the interview is worse than no letter.

Mostly in small signals that show you have done this before. Use the client's spelling, so “organise” for Australia and the UK, “organize” for the US. Write dates the way they do. Name your working hours in their time zone, not only in Manila time. Mention the tools common in that market when your resume has them: Xero is everywhere in Australia, QuickBooks in the US. The builder writes in clear international English; the spelling and time zone lines are a ten-second edit before you download.
Many VA postings are three lines long. When there is little to match against, the letter leans on the role title and on your strongest proof, and it stays short. A vague posting is also a hint to ask a question in the closing line, for example which tools they use, which shows you are thinking about the work rather than sending the same letter to everyone.
